Though the USA didn't go to war until the end of 1941, the American economy clearly reflected the boom in manufacturing military supplies for its future allies. This heightened activity required vast numbers of new coins, and ultra high mintages would remain the norm through 1945. 1941(P) dimes are quite common in all grades through MS 67 FB, but collectors will want to shop carefully. High mintages typically mean overused dies, so one should be on the lookout for examples struck from fresh, sharp dies. The large number of dies utilized should have produced several that showed doubling, but there are relatively few such varieties known for this issue.
