Ellis Island Statue of Liberty Coin

This is a 1986 Ellis Island Statue of Liberty dollar.

It has been in ccirculation and is dirty.  I have not clean it.  

Where the date is it looks funny. Online pics (of other coins) of that area show it is not glossy but mottled somehow. I cannot tell if someone scratched this one or what. Please look at the image.
